"Please, Who Has Benefitted From The N5,000 Stipend To Nigerians?"

Good morning. I just listened to President Buhari's democracy day speech. I am curious to know if anyone has received the 5000 naira grant being less privileged as stated by our president during his speech. He said it has been ongoing for some time now in about 9 states.

This is about verifying the veracity of the speech and not for any cheap political point.
